The enclosed application for a Building Grant comes under Rule N. 29 of the Grant-in-aid scheme, copy of which I enclose.
2. The application is, however, as it stands at present, not in accordance with any except the preliminary conditions which the Grant-in-aid Scheme requires for Building Grants.
3. There are, indeed, sufficient grounds for the Governor.
